parametric ER type collet holder with recessed top surface for easier finger access

Slight remix on the parametric ER collet holder originally posted by smalla.
All I did was add a parameter to lower the top surface of the tray because I found it to be fairly difficult for my large fingers to grab just the top cone of the collet, especially for the smaller ones like ER16's.
