The pulley goes outside a large low profile thin bearing for a belt to the motor. The tool or part is connected to it.
The ring goes inside the bearing. This is to mount it to the base.

Bolts with washers clamp the bearing.

Need to customize the tool mount.
The part clamp can be a slotted angle iron to make up a vise.
