ROTW Empty City Marker

Railways of the World comes with some large funky empty city markers. Problem is:

1. They're very American and look a little weird in Japan.
2. They cover up the city colour so you can't see what to deliver there.

I've designed a low impact hex with a railway crossing sign in the middle.

Translucent filament helps see the colour even more.
