These whistles are the best ones I've found after testing a couple dozen designs that:

• print most consistently,
• have the least adhesion issues,
• use a pretty minimal amount of filament,
• are very loud with full breath pressure, but also have a very low breath pressure cut in (meaning a kiddo can use them, or you can use if winded).

The phone number on the single whistle is a little wonky, but it's legible at least, and doesn't impact the sound quality. I've had best luck printing these in PLA, whereas PETG has needed more cleanup and some don't whistle properly (so I suggest a quick test of each before distribution).
